Dev - #114

The merge f2ff54e ("Merge branch 'main' into dev") dropped
[project.scripts] and [project.urls] from pyproject.toml. Both parents
of that merge still contained the tables, so this was not something git
resolved badly on its own — the conflict on the version line (0.4.6 on
dev against the 0.6.0 release bump on main) was resolved by hand and the
two tables were deleted along with the markers.

Without [project.scripts] the wheel carries no entry_points.txt, so the
`nyaproxy` command does not exist and the Docker image, whose ENTRYPOINT
is that script, cannot start at all. Restore both tables verbatim.

Published artifacts are unaffected: v0.6.0 was built from 2595a47, which
predates the bad merge, and its wheel on PyPI does contain the console
script. The quality gate blocked every release attempt after the merge,
so no broken artifact ever reached PyPI or the registries.

Verified: the wheel now ships entry_points.txt, the CI smoke gate exits
0 printing "NyaProxy 0.6.0", and the container starts and reports the
same version.
